Saya yakin UMNO mempunyai Jawatankuasa Aduan dan Disiplin untuk menjaga kepentingan ahli-ahlinya.
Bagaimanapun, sudah sampai masanya UMNO mempunyai Whistle Blowing Policy dan Whistle Blowing Committee (JK WB). Atau mengabungkan JK Disiplin dan JK WB.
What is Whistle Blowing Policy? In a simple term, it is a policy that encourages UMNO members to "inform or alert" the wrongdoings in the party. This is very important to ensure a proper medium for the members to expose issues pertaining to abuse of powers and malpractices.
For example....Can the Secretary General of UMNO uses his power to terminate anybody who might be potential to be his rival at a divison level?. Can he introduces a policy which can benefit only a certain quarters in his camp?. Thus, by having this whistle blowing policy, the members can foward their grievances complete with all the evidence to a committee.
What kind of committee? It is a whistle blowing committee which comprises people who are selected from different fields of experience in UMNO. Or... maybe outsiders. But most important the committee must be trustworthy, fair and do their work without fear or favour. Thus, the integrity of the Whistle Blowing Committee would be highly regarded and trusted by the members to ensure the success of the policy.
How does it work? The whistle blowing committee will meet and preside over cases reported by the whistle blowers. They will then decide whether there are enough grounds for the cases to be investigated. If there are, the cases then should be investigated by the auditors or the internal investigation unit/department and the outcome of the investigation must be reported back to the whistle blowing committee.
The committee then will look through the investigation and make some recommendations for the cases to be dropped/closed for lack of evidence... OR proceed to be further deliberated by the SUPREME COUNCIL /UMNO Disciplinary Action Committee.. OR major malpractices with clear and strong evidence, to proceed to make police report for further investigation.
However, at all times, the identity of the whistleblower must be protected and should the whistleblower receives any threat or harassment during the investigation period, the whistleblowing committee must be able to offer assistence to protect the whistleblower. This would help protect the integrity of the whistleblowing committee.

My ejen kenit (minor agent) whispered to me that the whistleblowing culture has been proven a success at MAS when introduced by Datuk Seri Idris Jala which has helped the national airline reduced operation cost and is now back in the black.
I am sure many government agencies and GLCs are following suit. When is your agency going to adopt and implement this culture?
What about UMNO?
